"Certain citizens, especially those living in the rural northwest, are adamantly opposed to the proposition of arming bears.
"For a good portion of 'modern' history, most local water was so bad that people avoided drinking it... instead looking to fermented beverages (aka beer and wine) to slake their thirst. This is part the basis for the naval tradition of a daily allotment of grog. Also made their lot in life seem a bit less tragic.
